Congress Blocks Domestic Horse Slaughter


January 16, 2014

WASHINGTON (HSUS) — The spending bill passed this evening by the Senate, and that cleared the House yesterday, includes a provision that halts any efforts to resume slaughtering horses for human consumption on U.S. soil. The legislation, which President Obama will sign in the coming days, forbids spending by the U.S. Department of Agriculture on inspections at U.S. horse slaughter plants, reinstating a ban on domestic horse slaughter for the fiscal year and saving taxpayers an estimated expense of $5 million. The Humane Society of the United States and Humane Society Legislative Fund now call on Congress to pass a permanent ban on domestic horse slaughter with the Safeguard American Food Exports Act, H.R. 1094 / S. 541, which would also end the export of American horses for slaughter abroad. Longtime animal advocate and star of ABC's Mistresses, Alyssa Milano, has sent an appeal to Congress to protect horses from abuse by swiftly passing the Prevent All Soring Tactics (PAST) Act, H.R. 1518/S. 1406.This legislation would amend the Horse Protection Act of 1970 to stop the grisly practice of inflicting pain to Tennessee walking horses through training techniques known as "soring". Urgent Help Needed to Stop the Abuse of Gaited Horses‏

Soring is used by unscrupulous trainers to deliberately inflict pain in order to exaggerate the high-stepping gait of their horses and gain unfair competitive advantage at horse shows. The Prevent All Soring Tactics (PAST) Act (S. 1406/H.R. 1518) would amend the Horse Protection Act to end the industry's failed system of self-policing, ban the use of devices implicated in the practice of soring, strengthen penalties, and make other reforms needed to finally end this torture.

This legislation already has the bipartisan support of more than 40 Senate co-sponsors and more than 250 House co-sponsors. Please take a moment now to contact your legislators and ask them to protect horses by working to get the PAST Act signed into law quickly.

Please make a brief, polite phone call to your two U.S. Senators and your U.S. Representative to help put an end to soring. You can say: "I am a constituent and I urge you to co-sponsor The Prevent All Soring Tactics (PAST) Act, (S. 1406/H.R. 1518) if you haven't already done so. Thank you if you are already cosponsoring this bill, and please do all you can to get it enacted quickly! This bill would require more meaningful enforcement by USDA to finally end the cruel and abusive practice of soring Tennessee Walking Horses and other related breeds."
